OpenAI has launched Daybreak for Frontline Defenders, a global cybersecurity initiative designed to help organizations protecting essential services use frontier AI capabilities against increasingly advanced cyber threats.
The company said it will commit $1 billion in subsidized access to Daybreak cyber models and products, training, technical assistance, and partnerships.
The funding is intended for cyber defenders with limited budgets and staffing, including water utilities, electricity providers, state and local governments, community banks, nonprofits, and open-source maintainers.
OpenAI said the commitment will initially focus on the United States through a program called Daybreak for America. The initiative aims to help secure systems people depend on daily, including water and wastewater operations, electric grids, public services, local government networks, and financial institutions.
OpenAI Commits $1B for Frontier AI Cyber Tools
Critical infrastructure organizations often manage complex and aging technology environments while facing threats from ransomware groups, nation-state actors, and financially motivated attackers.
Many smaller operators do not have the specialized security teams, advanced tools, or funding available to large enterprises. Daybreak is OpenAI’s cyber defense platform for verified public- and private-sector organizations conducting authorized security work.
Daybreak Blue supports common defensive tasks using OpenAI’s mainline AI models. Daybreak Red provides approved organizations with access to specialized cyber models for more sensitive and technically demanding cybersecurity operations.
According to OpenAI, thousands of defenders across 2,000 approved organizations and workspaces already use Daybreak. The users include cybersecurity firms, defense organizations, and law enforcement agencies.
The company said AI can help defenders review legacy code, inspect system configurations, analyze suspicious behavior, identify vulnerabilities, validate findings, prioritize serious risks, and develop or test fixes.
This could be especially valuable for organizations operating essential services that cannot simply shut down systems during an investigation or patching effort.
OpenAI also announced a pilot program with the Multi-State Information Sharing and Analysis Center, known as MS-ISAC. The program will support state, local, tribal, and territorial cyber defenders, including public-sector organizations and water-system operators.
The MS-ISAC pilot will combine Daybreak access with guided training and hands-on support. Participating teams will receive assistance validating security findings, prioritizing remediation work, coordinating fixes, and creating repeatable security processes.
MS-ISAC already provides threat intelligence, incident-response support, information sharing, and shared cyber defense services to thousands of public-sector organizations. Its members include utilities, hospitals, K–12 schools, law enforcement agencies, emergency services, and local governments
OpenAI said its Daybreak Defense Network now includes more than 35 enterprise products and partner-operated services. These offerings are designed to bring Daybreak cyber models into existing security tools, workflows, and managed services used by enterprise defenders.
The initiative also aligns with OpenAI’s “Defense Factory” concept. This agent-first security operation continuously identifies and validates vulnerabilities, then prepares tested fixes for human review. The approach is intended to help organizations move from finding security flaws to repairing them more quickly.
OpenAI warned that AI-enabled cyberattacks are expected to become more widespread and sophisticated as advanced models improve. The company said defenders have a limited “defender’s window” to use AI to find and close weaknesses before attackers exploit them.
Daybreak for Frontline Defenders aims to ensure those capabilities reach not only large companies but also frontline organizations whose security directly affects communities and essential public services.
